Week 8: 

Silver has agreed to pull back on borrowing and do more cuts, but is still balking at the Senate’s property tax relief proposal. 

Sampson is game for deeper cuts, but won’t close without property tax relief. 

Paterson appeals again for some version of a fat tax, which all the leaders oppose.   

Skelos, in a genuinely constructive effort, urges his colleagues to revisit Medicaid spending levels, which far exceed national averages. 

Cuomo, though not in the room, is also constructive. His plan to run against the lawmakers is pressuring his fellow Dems to act.
